The Winners of "Leader of the Year 2007" in each category should have:

• Taken a leading role for the development of their field and setting role model for the new generation;
• Made significant contributions to Hong Kong in their respective field and proven track records in community service with outstanding performance in 2007;
• Promoted or contributed in their respective field to develop Hong Kong's relationship with China as well as the international community; and
• Enhanced the positive image and international reputation of Hong Kong.

Leaders and celebrities of well-recognized credentials from different fields of the community will be invited to form the Panel of Judges, endorsing the credibility of the Award as well as ensuring the most appropriate candidates could be fairly selected.

There are four categories of "Leader of the Year 2007", namely:
1. Commerce & Industry / Finance
2. Community / Public Affairs
3. Education / Research
4. Sports / Culture / Performing Arts

Each entrant of "Leader of the Year 2007" must be a Hong Kong resident with aged 18 or above and can only be nominated for one category.

The combined editorial board of Sing Tao Daily, The Standard and Headline Daily will conduct an in-depth research on potential candidates and will nominate five to eight candidates in each category for the Panel of Judges' consideration. Members of the juding panel can also make suggestions on candidates at the same time.
